1. Scope

Neon Harbour is operated by BOLIANA LTD, a company incorporated in the Republic of Cyprus (the "Company", "we", "us" or "our"). These Terms of Service are an agreement between you and the Company and govern your access to and use of Neon Harbour and the services made available through it. Neon Harbour provides an online entertainment service offering Entertainment Games that are played exclusively using virtual units known as H-Coins. The games are non-gambling in nature and are designed solely for recreational and entertainment purposes. The Service does not involve real-money gambling, betting, or wagering, does not offer real-money winnings, and does not award money, money's worth, or any items of real-world value. By accessing the website, creating an Account, or using any part of the Service, you confirm that you have read, understood, and agree to be bound by these Terms.

2. Definitions

"Account" means a personal, non-transferable user account created to access the Service. "Closed Loop" means a system in which H-Coins are used solely within the Service and cannot be withdrawn, exchanged, redeemed, or converted into money, goods, services, or any other item of value outside the Service. "H-Coins" means internal virtual units used within the Service to play Entertainment Games and access gameplay features. H-Coins are not money, are not electronic money, have no monetary value, do not constitute property, and cannot be exchanged, redeemed, or withdrawn for cash or anything of value. "Entertainment Games" means non-gambling, recreational digital games made available through the Service solely for entertainment purposes.

3. Nature of the Service and Entertainment Purpose

The Service is an online entertainment platform that provides Entertainment Games designed solely for recreational and leisure purposes. The Service does not constitute gambling and is not intended to simulate, replicate, or enable real-money gambling activity. No real money is staked, risked, or wagered during gameplay, and no prizes, winnings, or rewards of monetary value or real-world value are offered or made available. Users acknowledge and agree that the Service must not be used as a means of earning money or obtaining any item of value.

4. Eligibility

The website is available for personal, non-commercial use only. Users must be legally permitted to access the service in their jurisdiction. Access may be limited or restricted in certain territories, including but not limited to those on FATF and OFAC lists.

5. Age Restriction (18+)

The Service is intended solely for adults and is available only to individuals who are eighteen (18) years of age or older. By accessing the Service, creating an Account, or making any Purchase, you confirm that you are at least eighteen (18) years old. Accounts identified as belonging to individuals under the age of eighteen may be closed, and any associated H-Coins may be forfeited without compensation.

6. Account Registration and Personal Use

You may play without an Account. To keep progress across devices you may register an Account by providing accurate, current, and complete information. You are responsible for maintaining the confidentiality of your login credentials and for all activities carried out through your Account. Each User may create and maintain only one Account. Accounts are personal and non-transferable.
